Getting a refund of the visa application fee and health surcharge fee is possible, but it depends on the stage of your application at the point of cancellation. Kindly check the picture above to see which stage can be described as yours and depending on this information you can easily determine whether you are eligible for a refund or not.
Stage 1 – visa form completed and paid, but NO evidence uploads and/or NO appointment booked. Under this case Visa fee can be refunded and IHS fees are also refunded.
Stage 2 – evidence uploaded and/or appointment attended (NO decision on your application yet). Under this case, no visa fee is refunded, but IHS fees are refunded.
Stage 3 – decision received on your application (answer: your visa is unsuccessful). Under this case, no visa fee refunded, but IHS fees are refunded.
Stage 4 – decision received on your application (successful, and you are staying the full length of your visa). Under this case, no visa fee is refunded (because successful) and IHS fees also cannot be refunded (because successful, you can use National Health Services throughout your stay in the UK without limits).
Stage 5 – decision received on your application (successful, but you are not staying the full length of your visa, and you decided to leave the country before your visa expires). You did NOT switch to any other visa before your current visa expires. Under this case, no visa fee is refunded and IHS fees cannot be refunded.
Stage 6 – decision received on your application (successful, but you DON’T stay the full length of your visa) You SWITCH to another visa before your current visa expires. Under this case, no visa fee refunded. But IHS fees refunded for the unused time (you have to pay for the new application IHS fee in full and request a refund for the unused time on the previous visa). So, you don’t pay IHS fee double for the sam
e time period.

If you have not received a decision, you may request to cancel (withdraw) your application for citizenship, a visa, or a visa extension. If you cancel before a decision is reached about your application, you will get a refund of the immigration health surcharge fee. The application fee can be refunded to you. But it will be decided based on the current state of your application at the time of cancellation.
Important! To apply for the UK visa application fee refund, you need to cancel your application first. Here are 2 possible ways to do it:
Way 1: If you were told to attend an appointmentIf you applied within the UK,
fill in the online form to withdraw your application - use this link and sign in using your email to access your account if you applied from outside of the United Kingdom. To withdraw your application, go to "Section 6: further actions. Your payment will be returned if you haven't already provided your fingerprints and photo. Any appointments you have at the visa application facility will need to be cancelled. Your charge won't often be returned if you've already provided your fingerprints and photo.
Way 2: If you used the smartphone appYou can cancel your application online - Utilizing the link in your sign-up email, go into your account to cancel. Navigate to your dashboard and choose the program you wish to remove by selecting "Withdraw this application."
